Mapping the dependencies of publicly funded open source: a stress test for Ethereum rails

Organisations support open source mostly by contributing labor; governments bring something else to the table: direct funding budgets. This talk tests the hypothesis that Ethereum rails, combined with dependency-graph-aware allocation, can route those funds more efficiently than traditional banking allows.
